The Council of Europe Project "Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the community level", currently being implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" for 2023-2026, announces the call for applications under the tender procedure for the purchase and delivery of IT equipment (computer equipment/software) for the national partner.
Please find the list of IT equipment in the APPENDIX III of the document "TRIPARTITE CONTRACT" below.
The deadline for submission of tender proposals is October 13, 2026 at 18:00 (Kyiv time).
Tender proposals will be submitted exclusively by e-mail (with attachments) to the e-mail address [email protected] with the subject: Tender –00905/2026/2.
Tender proposals sent to another email address will not be considered.
All questions regarding the tender must be submitted by 18:00 (Kyiv time) on October 7 and must be sent exclusively to the [email protected] email address with the subject: Questions -00905/2026/2.
Documents to be submitted to participate in the tender:
- a completed copy of the TRIPARTITE CONTRACT (see document attached below), in particular: data on page 2 of the TRIPARTITE CONTRACT, data in the field on page 7 of the TRIPARTITE CONTRACT;
- completed and signed financial proposal in APPENDIX IV to TRIPARTITE CONTRACT;
- registration documents;
- list of all owners and executive officers (only for legal entities).
All documents must be submitted in English, except for copies of the company's registration documents.
All documents must be completed, signed (where required), scanned in their entirety (i.e. with all pages) and sent in one document. It is recommended that scanned documents be provided in PDF format.
If any of the documents listed above are missing, the Council of Europe has the right to reject the tender offer.
