The Council of Europe Project “Facilitating housing solutions for the war-affected people in Ukraine. Phase II”, implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026, announces the acceptance of applications under the tender procedure for the purchase of IT equipment and software for the Ministry for Recovery, Infrastructure and Transport of Ukraine.
The procurement includes the supply of IT equipment, peripherals and software in accordance with the technical requirements specified in the tender documentation.
Deadline for tender submission – October 6, 2026 16:00
Tenders shall be submitted by email only (with attachments) to [email protected] with the following reference in the subject:

Tenders sent to another email address will be rejected.
All questions regarding the tender shall be submitted until September 30, 2026 (inclusive) and shall be exclusively addressed to [email protected] with the following reference in the subject:

Documents to be provided:
- Completed and signed copy of the Tripartite Contract (see attached documents) with all appendices;
- Registration documents for legal persons.
All documents, except registration documents, shall be submitted in English.
All documents must be completed, signed, scanned in full (with all pages) and sent as one document. Preference is given to scanned documents in PDF format.
If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.
