Submission of national reports on the implementation of the European Social Charter’s provisions: changes following the reform

Peculiarities of national reporting to the European Committee of Social Rights under the recent reform of the European Social Charter were the focus of a practical seminar held in a hybrid format in Kyiv on 31 October 2024.

Representatives of 14 Ukrainian national authorities, involved in collecting information for national reports to be submitted to the European Committee on Social Rights, attended the event.

"The process of collecting information for reporting to the European Committee of Social Rights is not an easy one. It involves the collection and processing of various data provided by different stakeholders. Joint efforts are essential to ensure high-quality national reporting to the Committee. This year Ukraine as well as other States Parties to the Charter that did not accept collective complaints procedure, will have to submit national reports according to the new procedure. Our seminar will help to understand this process better ", said Erlend Falch, Deputy Head of the Council of Europe Office in Ukraine, in his opening remarks.

 

 

During the seminar, Monika Smusz-Kulesza, an international expert of the Council of Europe, presented a Manual with practical recommendations for preparing national reports on the Charter's accepted provisions following the 2022 Charter’s reform. She also informed about the key aspects of the mentioned reform.

 


 

Alla Fedorova, a member of the European Committee of Social Rights, led a practical session focused on the specifics of reporting under the first thematic group (labour rights) of the European Social Charter. She introduced the Committee’s questionnaire, shared best reporting practices for each of the Charter’s articles mentioned in the questionnaire, and highlighted the  conclusions of the European Committee of Social Rights regarding Ukraine. The presentation is available at link: https://rm.coe.int/seminar-31-10-2024-presentation-by-alla-fedorova/1680b24c7b
