A delegation of the Constitutional Court of Ukraine carried out a visit to the Council of Europe from 16 to 18 June 2026 within the framework of the Council of Europe project “Further support to the constitutional justice reforms in Ukraine”.

The delegation, headed by Judge Viktor Gorodovenko and consisting of judges of the CCU, members of the Secretariat and assistant judges, participated in a series of high-level meetings and expert exchanges aimed at strengthening co-operation on constitutional justice reforms, the application of European human rights standards, and institutional capacity building.

The programme included meetings with the representatives of the Directorate General Human Rights and Rule of Law, including Mr Gianluca Esposito, Director General of Human Rights and Rule of Law, and representatives of the Venice Commission Secretariat. Discussions focused on recent developments concerning constitutional justice in Ukraine, the implementation of European standards, and the Updated Rule of Law Checklist of the Venice Commission.

The delegation also held exchanges with judges and representatives of the Registry of the European Court of Human Rights, including Judge Mykola Gnatovskyy and Judge Artūrs Kučs. Particular attention was devoted to judicial methodologies and digital solutions for drafting judicial acts, including the use of automated tools and workflow optimisation in judicial decision-making.

The visit concluded with the Steering Committee meeting of the Council of Europe project “Further support to the constitutional justice reforms in Ukraine”. Participants reviewed the project’s achievements, discussed preliminary findings of the needs assessment of the Secretariat of the Constitutional Court of Ukraine, and explored future avenues for co-operation.

The visit reaffirmed the Council of Europe’s continued support to strengthening constitutional justice, judicial independence and the rule of law in Ukraine in line with European standards.
