The Council of Europe is currently implementing the project “Strengthening multilevel governance and local democracy to support Ukraine’s recovery” within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023–2026 and is launching a tender procedure for the purchase of facilitation, moderation and expert consultancy services in the fields of local democracy, good governance, human rights, and community recovery and reconstruction.
The tender procedure consists of two lots:
- Lot 1: Facilitation and moderation consultancy on activities related to local democracy and human rights;
- Lot 2: Expert support and consultancy on cultural heritage, local finance, public ethics, anti-corruption and related areas relevant to the sustainable development of Ukrainian communities.
Deadline for submission of tender is 27 May 2026 (14:00 Kyiv time) at the email: [email protected] with reference Tender - 9316/2026/175.
All questions shall be submitted, in English, at least 2 working days before the deadline for submission of the tenders and shall be exclusively addressed to the email address: [email protected] with the following reference in subject: Questions - 9316/2026/175
Documents to be provided (a detailed list is available in Section G “Documents to be Provided” of the Tender File):
- One completed and signed copy of the Act of Engagement (see attached);
- A detailed CV, preferably in Europass format,
- Documents confirming relevant professional experience (see details in the Tender File);
- Registration documents for legal persons.
