With the assistance and participation of the Council of Europe projects "Protecting national minorities, including Roma, and minority languages in Ukraine" and "Development of Social Human Rights as a Key Factor of Sustainable Democracy in Ukraine," the Chirikli Foundation presented the report "Assessing the needs of Roma with disabilities in 7 regions of Ukraine and developing a further joint action plan." The presentation took place online on February 15, 2021.

The campaign was organized using presentations of the results of Roma disability needs assessment conducted in seven regions of Ukraine, namely – Odesa, Kharkiv, Zakarpattia, Kyiv, Chernihiv, as well as Donetsk and Luhansk (territories controlled during Ukraine) – and the mentioned other joint cases in ensuring social rights of Roma with disabilities.

The results of the assessment show that in practice people with disabilities are often left without the necessary assistance, including due to the lack or unavailability of statistics. In practice, Roma with disabilities often face a lot of discrimination, or being unaware of the activities of social, educational and medical services, and are not employed due to the lack or absence of documents.

In general, studying the answers to the questions about existing consumers, we can conclude that it is more necessary to try to reduce to the main, the documentation of disability and disability benefits.

All these issues should be taken into account and included in the new Roma Strategy and the National Action Plan for its implementation.
