On 26–27 October 2026, the Council of Europe organised a two-day online training session for staff of the Department of the National Preventive Mechanism (NPM).
The aim of the event was to deepen participants’ knowledge of the capabilities of the NPM automated system, developed with the support of the Council of Europe. The automated system helps streamline the NPM’s internal work in organising visits to places of deprivation of liberty, as well as the Department’s external communication with stakeholders about the NPM’s activities and the human rights situation in places of deprivation of liberty.
During the training, participants were introduced to the main components of the NPM automated system and worked with tools for system management, work planning and the organisation of monitoring visits. Particular attention was paid to the practical completion of observation checklists, the analysis of visit findings, and the preparation of reports and recommendations. The knowledge and practical skills acquired will help participants use digital tools more effectively in the NPM’s work. The training was delivered by Yurii Telishchak, a representative of Demch.Co, the company that developed the automated system.
