The Grand Duchy of Luxembourg has made a voluntary contribution of €100,000 to support the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026 and its successor Action Plan, the Council of Europe Action Plan for the Republic of Moldova 2025-2028, the prevention of violence against women, as well as to reduce the European Court of Human Rights backlog of well-founded cases.

The agreement was signed on 20 March 2026 by Ambassador Patrick Engelberg, Permanent Representative of Luxembourg to the Council of Europe, and Mr Bjørn Berge, Deputy Secretary General.
