Facilitated session supports the development of operational capacity of the Office of the Military Ombudsperson

On 28–29 August 2026 in Kyiv, 10 representatives of the Office of the Military Ombudsperson of Ukraine participated in a two-day facilitated session organised by the Council of Europe, aimed at strengthening institutional capacity and developing effective operational mechanisms for the protection of the rights of military personnel. The session focused specifically on supporting the Unit for Ensuring the Implementation of the Protection of the Rights of Military Personnel in developing a clear and effective model for its operational activities.

During the session, participants focused on three key areas:

  • Strengthening the Unit’s operational cycle to support the consistent and effective implementation of its mandate and address operational challenges;
  • Enhancing internal and external communication and cooperation, including coordination within the Unit and engagement with relevant stakeholders;
  • Developing practical tools for short- and medium-term planning, including approaches to prioritising and organising key areas of work.

By supporting more systematic approaches to analysis, internal coordination and inter-agency cooperation, the activity contributed to the Office’s capacity to address systemic rights-related challenges and strengthen preventive action against their recurrence.

As a newly established institution, the Office of the Military Ombudsperson is supported by the Council of Europe in strengthening its institutional capacity and developing effective and sustainable working mechanisms. This event marked the second facilitated session conducted by the Council of Europe for the Office of the Military Ombudsperson, while the first focused on strengthening the Office’s capacity to effectively handle complaints.

The event was organised within the framework of the Council of Europe project “Rights of Veterans and Personnel of Armed Forces in Ukraine”, implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026.
