Ukraine marks the 10th anniversary of the decentralisation reform which gave more powers to local authorities.
Daniel Popescu, Head of Department of Promoting Local Democracy, Congress of Local and Regional Authorities of the Council of Europe, used to be a Special Advisor to the Government of Ukraine on Decentralisation in 2016-2017.
On this occasion he sent a video message within the social media campaign of the Ukrainian web portal Decentralization.
“I think it is fair to say that this reform, which is very strongly supported by the Ukrainian population, was one of the most, if not the most successful reform of Ukraine, and definitely one of the most complex and difficult of such reforms in Europe. I'm confident that without the war of aggression of the Russian Federation, this reform would have been finalised by now. And I do hope that sooner rather than later, this reform will be brought to fruition to give the citizens of Ukraine the administration and the services they deserve,” highlighted Daniel Popescu.
