Council of Prosecutors of Ukraine: strengthening standards and communication

A two-day workshop “Council of Prosecutors of Ukraine: Mandate, Compliance with Council of Europe Standards, and Engagement with Society” was held in Lviv on 25-26 September 2025. The event brought together members of the Council of Prosecutors and national consultants to discuss the institution’s mandate, strengths and weaknesses, and Ukraine’s international commitments in the field of prosecutorial self-governance, in the context of the country’s European integration.

A practical session focused on communication with the media, underlining that transparency and openness are key to public trust in justice institutions. Participants worked on practical exercises, modelled crisis situations and prepared comments for mock press conferences, receiving professional feedback from experts.

National consultants of the Council of Europe, Volodymyr Petrakovskyi and Sergii Bobra, acted as speakers at the event.

The seminar provided not only a training platform but also an opportunity to develop joint recommendations and identify next steps for cooperation with the Council of Europe. Combining Ukrainian experience with European practices will further strengthen the independence and accountability of the prosecution service and improve its engagement with society.


The event was organised within the Council of Europe Project “Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II”, which is part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery, and Reconstruction” (2023–2026).
