Council of Europe supports strengthening capacities of Ukrainian prosecutors on documenting child rights violations resulting from sexual abuse, together with the Office of the Prosecutor General of Ukraine
On 27-28 October 2022 the Council of Europe project "Combating violence against children in Ukraine", together with the Office of the Prosecutor General of Ukraine, conducted an online training "Documenting child rights violations resulting from sexual abuse». The training was attended by 30 prosecutors from different regions of Ukraine.

The training materials are based on Guidelines and Methodology for Documenting Child Rights Violations Resulting from Sexual Abuse, which were developed by a team of International and national experts of the Council of Europe in cooperation with the Office of the Prosecutor General of Ukraine. The goal of the training was to provide prosecutors with tools to document violations of children's rights related to sexual violence. The main objectives of the guidelines include the development of a comprehensive system of knowledge on the legal regulation of child protection from sexual violence and exploitation, specific aspects of juvenile psychology, as well as skills in documenting violations of children's rights in this area.

In particular, the following aspects were examined during the training:

  • The concept of violence against children and child sexual abuse
  • International and national legal framework
  • Detection and identification of cases of child sexual abuse
  • Key guiding principles
  • Investigative challenges
  • Evidence collection and preservation
  • Evidence assessment and preparation for case referral to court
  • Specifics of investigating child sexual abuse in wartime
  • Practitioner capacity building

This training is the first activity in a series of capacity building events for law enforcement and judicial officials who conduct investigations, prosecute and review cases of serious and violent crimes against children.
