Back Council of Europe supports Nationwide competition promoting excellence in educational innovation in Ukraine

Applications remain open until 28 September 2026 for the Сompetition “Best Practices in Introducing Educational Innovations in the Professional Training System for Civil Servants, Heads of Local State Administrations, their First Deputies and Deputies, Local Self-Government Officials, and Local Councillors”.

The Сompetition is organised by the National Agency of Ukraine on Civil Service (NAUCS) with the support of the Council of Europe Project “Strengthening multilevel governance and local democracy to support Ukraine’s recovery”. This support contributes to promoting modern approaches to professional training and facilitating the exchange of effective practices in the field of public governance.

It aims to identify, recognise and disseminate good educational practices that contribute to the professional development of public officials and respond to the current needs of public governance and local self-government.

The initiative was launched in 2020 in close co-operation with the Council of Europe, following the recommendations of the Council of Europe Peer Review “Reforming the Training System for Local Authorities in Ukraine” and as part of the implementation of the Concept for Reforming the Professional Training System in Ukraine.

In 2026, practices may be submitted under four categories:

“Master’s degree programmes in the speciality ‘Public Administration and Management’”;
“Professional development in the field of ‘Veterans Policy’”;
“Professional development in the field of ‘Post-war Recovery and Development of Communities’”;
“Professional development in the field of ‘Digital Transformation and Artificial Intelligence’”.

Providers of educational services in the field of professional training for public officials, national and local authorities, and other institutions providing relevant in-service training are invited to participate.

To participate, applicants should complete the application form and send it to [email protected]. Applications are open until 28 September 2026.
