Council of Europe supports 7th Allies Forum “BAM!” in Kyiv

The 7th Allies Forum “BAM!” (standing for Business / Activism / Media), supported by the Council of Europe, took place  under the theme “Points of Connection: Where People, Ideas and Opportunities Meet” on October 28, 2026. The Forum brought together representatives of public institutions, civil society, business, media and the cultural sector to discuss current issues related to the protection of human rights, equality, diversity and inclusion in Ukraine.

Participants focused on key challenges in the field of human rights protection, combating discrimination and promoting equality in the context of the Russian Federation’s war of aggression against Ukraine. Discussions paid particular attention to legislative initiatives, including the adoption of draft legislation on registered civil partnerships, which participants described as s a crucial step towards ensuring equal rights and legal protection for LGBTI people and their families.

During the Forum, speakers and participants also addressed the protection of civilians and prisoners of war after their release, focusing on support for people who have experienced  captivity and on their reintegration into society. Other discussions explored ways to unite civil society against common threats, prevent bullying in schools, and ensure respect for human rights in the context of Ukraine’s European integration.

An important part of the Forum’s programme was dedicated to research on public attitudes towards LGBTI people in Ukraine, as well as the safety and well-being of LGBTI young people. Discussions also covered comprehensive sexuality education, mental health, creating safe spaces for adolescents, and the right to self-expression.

The Forum provided a platform for exchanging experience, discussing shared challenges and establishing new partnerships among representatives of public authorities, civil society and the international community.

The event was organised by the non-governmental organisation Fulcrum UA, with the support of other partners. The Council of Europe project “Support for Implementing European Standards Relating to Anti-Discrimination and Rights of National Minorities in Ukraine – Phase II”, supported the Forum as part of its work to strengthen the principles of equality, inclusion and non-discrimination in Ukraine.
