The draft Action Plan for the implementation of the Overarching Strategic Reform Plan for law enforcement agencies as part of Ukraine's security and defence sector for 2023-2027 was developed by the Interdepartmental Working Group coordinated by the Office of the Prosecutor General of Ukraine. The Working Group included representatives of prosecutorial bodies, law enforcement, and international organizations. The development of the Action Plan was based on the Overarching Strategic Plan approved by the President of Ukraine on May 11, 2023. Its adoption is one of the requirements of the European Commission for Ukraine as a candidate state.

The Council of Europe contributed to the development of the Action Plan through the expertise channelled to the Working Group by the national consultant, Mr. Yevhen Krapyvin. The consideration and approval of the Action Plan by the Cabinet of Ministers of Ukraine will be the next stage before the implementation starts.

The Council of Europe’s expert contribution to the development of the Action Plan was provided within the project "Fostering Human Rights in the Criminal Justice System in Ukraine", which is part of the Council of Europe Action Plan for Ukraine "Resilience, Recovery, and Reconstruction" for 2023-2026.
