The Council of Europe continues to implement a series of activities aimed at strengthening the institutions of prosecutorial self-governance in Ukraine, in particular the Council of Prosecutors of Ukraine.
In August 2026, the Council of Prosecutors of Ukraine began a new five-year term with a renewed membership. At the same time, further strengthening the institutional capacity and independence of prosecutorial self-governance bodies remains an important task in the context of reforming Ukraine’s prosecution service in line with European standards and Ukraine’s international commitments.
The first step in this new cycle of cooperation was an introductory meeting with the newly elected members of the Council of Prosecutors of Ukraine, held in Kyiv on 6 October 2026. During the meeting, Council of Europe representatives presented the findings of the functional audit of the Council of Prosecutors of Ukraine and the Qualifications and Disciplinary Commission of Prosecutors and discussed opportunities for further cooperation to strengthen the institutional capacity of the Council of Prosecutors.
Council of Europe consultants Borys Malyshev, Volodymyr Petrakovskyi and Lorena Bachmaier Winter presented the methodology and key findings of the functional audit and outlined Ukraine’s relevant international commitments, strategic documents and Council of Europe standards concerning the functions, powers and role of prosecutorial self-governance bodies.
Particular attention was paid to practical aspects of cooperation between the Council of Prosecutors of Ukraine, the Qualifications and Disciplinary Commission of Prosecutors and the Office of the Prosecutor General, as well as the need to further develop constructive institutional dialogue between these bodies.
The first meeting with the newly elected members of the Council of Prosecutors of Ukraine initiated further dialogue and identified shared priorities for cooperation aimed at strengthening the Council of Prosecutors’ institutional capacity, effectiveness and independence in line with Council of Europe standards.
The Council of Europe will continue to support Ukraine in improving its system of prosecutorial self-governance and ensuring its compliance with European standards.
The event was organised by the Council of Europe within the framework of the project “Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II”, implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
