A Communication Strategy for the Protection of National Minorities in Zaporizhzhia Region developed

Zaporizhzhia Region State Administration announced the public discussion of the draft document “Communication Strategy for the Protection of National Minorities in Zaporizhzhia Region” developed with the assistance of the Council of Europe Project “Protecting national minorities, including Roma, and minority languages in Ukraine”.

This Communication Strategy is aimed at developing measures to respond to the expressed needs of national minorities through transparent and open communication between such minorities, Zaporizhzhia State Administration, the media and civil society organisations. The communication strategy focuses on the principles and mechanisms for preserving multicultural and ethnic diversity of Zaporizhzhia Region, protecting the rights and better meeting the needs of national minorities.

As part of the Strategy implementation, the important task for the authorities is to establish a systemic dialogue between national minorities and state authorities, effective cooperation, engagement of youth belonging to national minorities in the activities to preserve the identity of ethnic communities in the region, preserve their cultural, linguistic and religious heritage.

The Action Plan that was presented in the Strategy is focused on cooperation with all non-governmental organisations of the national minorities in Zaporizhzhia Region, including Roma, Crimean Tatars, Karaites, Bulgarians, Germans, Jewish, Poles, Armenians, Albanians and other national minority representatives.

For Zaporizhzhia Region State Administration (within its competence), the Strategy provides for the compliance with international human rights standards (UN, ECtHR) and fulfilment of obligations that the state of Ukraine undertook by ratifying the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages, in particular, the compliance with recommendations of the Council of Europe Committee of Ministers concerning these instruments.

For this, Zaporizhzhia Region State Administration with the assistance from the Council of Europe Office in Ukraine has developed an online tool in the form of the Communication Platform for National Minorities “Multinational Family of Zaporizhzhia Region” which serves as the practical means to implement the Strategy and as the platform for communicating with all stakeholders.

The Platform is designed for efficient communication between the regional state administration and public organisations, as well as to represent the cultural, linguistic and religious identity and heritage of the national minorities within the region. Significant life events, culturally educational events, discussing modern-day issues and challenges that the communities in the region are facing – all of these are provided for by the Platform. In addition, the Platform contains the latest international instruments, publications, videos and other useful information on the protection of national minority rights, as well as on the life of national minorities in Zaporizhzhia region.

The Communication Platform is coordinated by the Department of culture, tourism, nationalities and religions of Zaporizhzhia Region State Administration. The Communication Platform enables to support the use of national minority languages while maintaining transparency through a translation into the state language.

The background information on the platform is publicly available for viewing, while interactive content is only available to registered users.

The Communication Strategy is implemented in light of the Principles for shaping and implementing the Strategy to ensure effective communication between the authorities and ethnic communities developed by experts of the Council of Europe Office in Ukraine and outlined in the Annex to this Strategy.

It must be recalled that the Project “Protecting national minorities, including Roma, and minority languages in Ukraine” started in 2018 and is part of the Council of Europe Action Plan for Ukraine 2018–2021.
