The Council of Europe is currently implementing the project “CyberUA: Strengthening capacities on electronic evidence of war crimes and gross human rights violations in Ukraine”.

The project is implemented within the framework of the Council of Europe Action Plan for Ukraine for 2023-2026 and through Cybercrime Programme Office of the Council of Europe (C-PROC), Cybercrime Division. It provides direct support to Ukrainian criminal justice authorities in handling electronic evidence for use in criminal proceedings related to war crimes and gross human rights violations.

In line with the conditions of the tender,  the Council of Europe is seeking to select up to 48 Providers for the provision of specialised software and related services.

The software is intended to support the collection, preservation, analysis and proper documentation of electronic evidence; digital forensic and open-source intelligence (OSINT) investigations; the detection and investigation of cybercrime; the analysis of large datasets, virtual assets and multimedia materials; secure and effective operational work by competent Ukrainian authorities.

This tender procedure aims to conclude a Framework agreement, covering up to four different lots of specialised software, to be held until 31 December 2029, with a total expenditure not exceeding EUR 1,000,000. This estimate is for information only and shall not constitute any sort of contractual commitment on the part of the Council of Europe.
