The Council of Europe Project "Rights of Veterans and Personnel of Armed Forces in Ukraine", implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" 2023-2026, announces the acceptance of applications under the tender procedure for the purchase of travel coordination, accommodation, airport transfer and flight booking services for 20 Ukrainian participants attending an international conference in Paris, France, on 28 October 2026.

Tenders shall be submitted by email only (with attachments) to [email protected] with the following reference in the subject: Tender - 9214/2026/39 - [Provider name].
Tenders addressed to another email address will be rejected.
All questions shall be submitted in English, at least 3 (three) working days before the deadline for submission of tenders and shall be exclusively addressed to [email protected] with the following reference in the subject: Questions - 9214/2026/39.
Documents to be provided:
- One completed and signed copy of the Act of Engagement, including the Provider's contact and bank details and the proposed fees in the Table of Fees; the Act of Engagement must be completed, signed and scanned in its entirety;
- A list of all owners and executive officers, for legal persons only;
- When relevant, a document disclosing the provider's personal interests that are relevant to this procedure;
- Registration documents or equivalent official evidence of legal registration to provide travel coordination, travel management, accommodation, flight booking, airport transfer and/or related logistical services;
- A concise portfolio or list of at least three comparable assignments completed during the last three years, indicating the scope of services, dates, country/countries, client and the tenderer's role;
- A detailed travel proposal, including the proposed flight itinerary/itineraries, hotel proposal(s) in Warsaw, airport transfer arrangements and, where applicable, proposed arrangements for separate sub-groups, including the name, function, email address and telephone number of the designated contact person;
- A clear cancellation and amendment policy applicable to all requested services.
All documents shall be submitted in English. Failure to do so will result in the exclusion of the tender. If any of the required documents are missing, the Council of Europe reserves the right to reject the tender.
Documents may also be submitted via file-sharing services such as WeTransfer, Dropbox or OneDrive. In such cases, the link must remain active for at least 30 days after the deadline for submission of bids.
