The Council of Europe Project "Further strengthening judicial and non-judicial remedies for the human rights protection of the war-affected people in Ukraine" (Project), implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" (2023–2026), announces a tender for the purchase of services for the design and implementation of an information campaign.
The Project is looking for a Provider to deliver services for the design and implementation of an information campaign, including the production, placement, publication, and dissemination of targeted communication materials for the Coordinative Centre for Legal Aid Provision and the Office of the Ombudsperson. The campaign aims to raise awareness among war-affected people of their rights and available remedies, and to encourage them to seek assistance in cases of rights violations.

- Expected start date of implementation ► 25 May 2026.
Submission Guidelines
Tender proposals must be submitted exclusively by email (with attachments) to [email protected] with the subject line Tender - 9305/2026/08_Name of your company. Proposals sent to any other email address will be rejected.
All questions must be submitted at least 5 (five) working days before the tender submission deadline and sent exclusively to [email protected] with the subject line Questions - 9305/2026/08_Name of your company.
Required Documents (see the detailed list in the Tender File):
- A completed and signed copy of the Contract (Act of Engagement);
- Proof of relevant experience in the respective fields (details in the Tender File);
- Registration documents of legal entities.
All documents must be submitted in English or Ukrainian. All documents must be properly completed, signed, and named (file names should correspond to the content). Word and PDF formats are preferred.
In the absence of any of the above-mentioned documents, the Council of Europe reserves the right to reject the tender proposal.
