Call for communities launched to pilot the Council of Europe toolkit “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level”

The Council of Europe projects "Supporting the transparency, inclusiveness and integrity of electoral practice in Ukraine" and “Strengthening civil participation in democratic decision making in Ukraine” announce the start of the registration to participate in the implementation of the Council of Europe toolkit “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level” for local self-governance bodies and local NGOs carrying out activities aimed at promotion of equal rights and opportunities for young women and girls in political and public decision-making processes at local level.

In the selected pilot communities, Council of Europe experts and trainers will help local authorities and NGOs to implement a training programme based on the toolkit “Participation of young women and girls from disadvantaged groups in political and public decision-making processes at local level”.

The goal of the training programme is to deepen the knowledge of young women and girls from disadvantaged groups about human rights, gender equality and the system of local self-governance, as well as to develop skills necessary for their further participation and active engagement in public and political life of local communities, including effective communication skills, interpersonal communication, teamwork, leadership skills and awareness of public, political and electoral processes. The programme will also facilitate the development and implementation of participants' projects at the local level with the support of local self-governance bodies and NGOs in the pilot communities.

The call for communities to be supported by the Council of Europe in the implementation of the respective training programme is currently underway.

After selection of pilot communities where the training programme will be implemented, the Council of Europe together with the community representatives (local self-governance bodies, NGOs) will select the participants of the training programme – young women and girls from disadvantaged groups living in the community. A training cycle will consist of 8 modules, lasting one day each, and will take place in the period from 15 September to 30 October 2021. The training programme will be implemented in both online and offline formats through interactive online training modules, practical individual and group tasks, online/offline seminars and sessions with Council of Europe national experts and trainers.

Local self-governance bodies and local NGOs, implementing or planning to implement projects and activities aimed at ensuring the rights and strengthening the capacity of young women and girls to participate in public and political decision-making processes at local level, can apply for this call.
