Since 1998, the CPT organised fifteen periodic and ad hoc visits to Ukraine in order to examine the situation in various penitentiary establishments and review the measures taken by the Ukrainian authorities in response to its recommendations made after its previous visits. The reports based on visits disclosed serious shortcomings within the Ukrainian penitentiary system and addressed new recommendations to the relevant domestic authorities in this regard.
Having regard to the beforementioned, the Joint Project "European Union and Council of Europe working together to support prison reform in Ukraine" conducted the analysis of the CPT recommendations (12 latest reports) to Ukraine. The analysis will be presented to the national stakeholders in order to enhance their awareness and capacity to proceed with the penitentiary reform based on the CoE standards.
