The main objective of the project is to ensure that court users in the Republic of Moldova enjoy stronger protection of their human rights, fully in line with European standards.

Specific objectives:

  • Strengthen the SCJ’s role in ensuring the uniform application of the law and the delivery of quality justice.
  • Improve institutional efficiency through effective management and the operationalisation of new regulatory and strategic frameworks.
  • Enhance communication capacities to ensure transparency and reinforce public trust in the judiciary.

EXPECTED OUTLOOKS AND RESULTS

The capacities of the SCJ judges and judicial assistants are enhanced to ensure uniform application of the law.

​ All SCJ judges and judicial assistants have knowledge to use standardised tools and resources for drafting clear, well-structured, and transparent judicial decisions.

​ Access to SCJ case-law is improved through strengthened digital publication and enhanced search functionalities.

The organisational framework of the SCJ is improved through the adoption and operationalisation of clear internal regulations, standard operating procedures, and defined internal processes.

​ SCJ’s relevant staff having skills and capacity to operate and maintain the digital communication tools.

 The capacities of SCJ leadership and the communication team are strengthened, thus ensuring a coordinated and coherent institutional communication.

KEY ACTIVITIES

 

1. Capacity-building activities and expert support will be provided to SCJ judges and judicial assistants to enhance legal reasoning, improve the quality and consistency of judicial decisions, and promote the use of unification mechanisms.

2. IT development services and expert support will support the development and operation of case-law publication and advanced search functionalities within the national case-law portal.

3. Expert advice and capacity-building activities will support SCJ leadership and administrative staff in strengthening managerial capacities, improving coordination, and operationalising key institutional frameworks, including the Internal Regulation, standard operating procedures, and the Institutional Development Strategy.

4. The Project will support the development of a modern SCJ website, enhance the use of digital communication tools, and strengthen institutional communication capacities through mentoring, expert advice, and support in preparing key communication products

First Steering Committee Meeting of the Council of Europe project supporting the Supreme Court of Justice of the Republic of Moldova

The Council of Europe project “Strengthening the Institutional Capacity of the Supreme Court of Justice of the Republic of Moldova – Phase II” held its first Steering Committee meeting on 22 April 2026, marking the formal launch of the new phase of cooperation between the Council of Europe and the Supreme Court of Justice of the Republic of Moldova.

Building on the achievements of the previous phase, which concluded on 31 March 2026, the project aims to further strengthen the Court’s role in ensuring the uniform application of the law, enhance institutional efficiency, and improve communication practices and institutional visibility of the highest judicial authority in the country. These efforts support the ongoing implementation of the reform introduced under Law No. 64/2023 on the Supreme Court of Justice.

The meeting brought together judges of the Court, as well as senior members of its Secretariat, providing a platform to discuss key priorities and guide the implementation of the project. Representatives of the Ministry of Justice and the Agency for the Digitalisation of Justice and Judicial Administration also participated as project partners.

The Steering Committee provided an opportunity to review and discuss the priorities and planned activities for 2026, including the finalisation of the Institutional Development Strategy and the Court’s Internal Regulation—both at an advanced draft stage—as well as the development of a new website and a case-law publication system.

The project is implemented under the Council of Europe Action Plan for the Republic of Moldova 2025–2028.
