The main objective of the project is to ensure that the population of the Republic of Moldova benefits from enhanced protection of human rights, underpinned by a criminal justice system that operates effectively and in full conformity with European human rights standards.”

Specific objectives:

• Functional and operational capacities of the Prosecutor's Office are enhanced to ensure an efficient service.
• The Prosecutor's Office has the capacity to promote and advance the independence of the institution and prosecutors.
• Legal framework and judicial practice incorporate human rights safeguards in the criminal proceedings in line with European standards.
• Knowledge and skills of judges, investigators, prosecutors and lawyers are increased to ensure application of human rights safeguards in criminal proceedings, the use of non-custodial measures and less harsh sentences.
• The Office of the Government Agent is better equipped to overview the process of the execution of the judgments of the European Court of Human Rights. 
• Inter-institutional co-operation is strengthened to enable the execution of the judgments of the European Court of Human Rights.
• Capacities of the Ombudsperson Institution and the National Preventive Mechanism in addressing human rights violations in the criminal justice sector are strengthened.

 Institutional independence and operational capacity of the prosecution service is strengthened in line with the Council of Europe standards and best practices.

 Criminal justice stakeholders apply human rights guarantees to criminal proceedings and a more humanized approach to criminal sentencing.

 The capacities of the Government Agent in executing judgments of the European Court of Human Rights are strengthened.

 Stakeholders, implementing external monitoring, are more effective in prevention of human rights violations within the criminal justice system.

 Support the Prosecutor’s Office to enhance its functional and operational capacities to ensure an efficient service and to promote the independence of the institution and prosecutors.

 Support the criminal justice actors to apply more noncustodial measures at the pre-trial stage of criminal proceedings.

 Support the criminal justice actors to apply more humanised approach to sentencing.

 Support the Office of the Government Agent to strengthen its capacities and inter-institutional co-operation to enable the execution of the judgments of the European Court of Human Rights.

 Support the Ombudsperson Institution and the National Preventive Mechanism to improve their capacities in addressing the human rights violations in criminal justice sector.
