The Directorate General of Human Rights and Rule of Law of the Council of Europe organised a Study visit of the delegation of the Office of the Representative of the Republic of Armenia on International Legal Matters to Strasbourg, France, on 18-20 March 2025.

The programme included meetings with the representatives of the Cooperation Programmes Division under auspices of which the visit was organised, the Department for the Execution of Judgments of the ECtHR, Directorate of Jurisconsult of the ECtHR, the Registry of the ECtHR, Venice Commission, and the CPT. The delegation discussed the execution process, supervisory procedures and challenges, with particular attention to cases concerning Armenia, the Court’s knowledge sharing platform, filtering and working methods, as well as took part in a dedicated session on HUDOC, aimed at strengthening practical skills in using the database and applying advanced search techniques. Additionally, the delegatrion exchanged with the Venice Commission representative on its mandate, functions, and role in legislative reforms across member states. Discussions also focused with the Committee for the Prevention of Torture (CPT) on its monitoring and evaluation mechanisms. A special session was held with the Armenian Unit of the ECtHR.

The visit aimed at enhancing the capacity of the new staff of the Office of the Representative on International Legal Matters to further strengthen the domestic capacity for the effective implementation of the Court’s judgments at national level.

The Study Visit was organised within the framework of the Project “Further Support to the Implementation of the ECHR through effective execution of the European Court of Human Rights judgments in Armenia” implemented within the Council of Europe Action Plan for Armenia 2023-2026.
