New cooperation project in the electoral field launched in the Republic of Moldova

The Council of Europe launched the Project Improving Electoral Practice in the Republic of Moldova, Phase II (March 2021-February 2023) during the first Project Steering Committee meeting held online on 28 April 2021.

Dr. Cimil, Head of the Central Electoral Commission of the Republic of Moldova underlined his satisfaction with the feasible outcomes, expertise and initiatives within the previous phase of the Project implemented in 2018-2020. He also expressed his gratitude to the Council of Europe for its efforts in strengthening electoral democracy in the Republic of Moldova. At the same time, Mr.Cimil drew out attention that due to high instancy of the early parliamentary elections in the Republic of Moldova certain Project activities, especially timing may need changing.

Mr. Massolin, head of the Council of Europe Office in Chisinau, pinpointed assistance in electoral field as one of the priorities set out by the Council of Europe Action Plan for the Republic of Moldova 2021-2024 launched in Strasbourg, France in April 2021 in unprecedented way with presence of the General Secretary of the Organization and the President of the Republic of Moldova. He underlined that Projects’ activities are designed such as to impact positively both capacities of electoral management bodies and the electoral processes in the Republic of Moldova in strengthening participative democracy in the Republic of Moldova.

Mr. Adelsbach, Head of Election Division and Civil Society, Directorate General II, Council of Europe, Mr. Tatarov, Senior Project Officer and Ms. Natalia Moghildea, Communication Officer at the Council of Europe Office in Chisinau familiarized participants with the main achievements of the previous phase of the Project, expected outcomes of the next (on-going) phase of the Project and milestones of the Communication Plan of the Project.

Note: the Project will focus mainly on Strengthening capacities of the electoral management bodies to ensure the sustainability in the development of the professional and technical skills, More inclusive and participatory electoral processes and Promotion of good standards into the electoral legislation and practice in line with the European election standards, and recommendations made by the Venice Commission and the Organisation for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights’ electoral observation missions and local observers. Members of the Steering Committee welcomed the indicative Plan of the project activities and the Communication Plan of the Project endorsing both. As an immediate step is selection of the local consultancy afterwards the International call for tenderers in electoral field brought out on 21 April 2021 with a deadline for applications – 17 May 2021.
