The Council of Europe, will organise a Conference on “The role of electoral training centres” in improving electoral processes and elections, with the participation of the Council of Europe’s electoral cycle, in particular the Parliamentary Assembly and Congress for Local and Regional Authorities, respectively observing national, regional and local elections, and the Venice Commission.
Together with representatives from Electoral Management Bodies and Electoral Training Centres, other key electoral stakeholders, International Organisations, Civil Society Organisations and experts, will meet on 28 and 29 November 2023 in Strasbourg, France.
During the Conference, speakers and participants will inter alia: share their experiences and best practices; discuss how electoral training centres could be structured; what is their role, mission and resources. They will also discuss the importance and the impact of trainings on the electoral environment and cultural development; how training policies can be implemented; the main challenges, global trends, and technologies in the electoral process, as well as exchange on the main perspectives for strengthening the co-operation in these fields among Council of Europe Member States.
During the 4th Summit of the Council of Europe, the need to restore trust in electoral processes and to conduct elections according to international standards was emphasised by the Heads of States. In this context, electoral management bodies (EMBs) play a pivotal role in ensuring the proper functioning of democratic institutions. Upholding principles of independence, integrity, transparency, and efficiency is crucial for EMBs, along with providing professional training for election administration members and other stakeholders involved in the electoral process.
