The Committee of Experts on the implications of Generative AI for Freedom of Expression (MSI-AI) held its second meeting

The MSI-AI held its second meeting on 17-18 October 2024 in the Palais de l’Europe, in Strasbourg. The Committee of Experts was tasked by the Steering Committee on Media and Information Society (CDMSI) to draft a Guidance Note by the end of 2025.

Andrin Eichin (Switzerland), Chair of the MSI-AI, welcomed the participants and provided updates on the exchange of views held with relevant Council of Europe bodies, notably the CDMSI Plenary and the Drafting Group on Human Rights and Artificial Intelligence (CDDH-IA). The drafting co-rapporteurs, Iva Nenadic, Murielle Popa-Fabre and Patricia Shaw presented the progress made on the draft deliverable. 
Members discussed the scope, methodology, structure and content of the draft Guidance Note and exchanged with Cesare Pitea, Secretary of the MSI-eSEC, who provided an overview of the current work of the Expert Committee, and Ali Bozkaya, Lawyer at the Registry Unit of the European Court of Human Rights, who presented relevant case-law in the field of freedom of expression. Committee members and participants held productive discussions on the structure and drafting elements put forward by the rapporteurs, reflecting substantial progress towards advancing the preliminary draft of the forthcoming Guidance Note.
