Public consultation on the draft Guidance Note on the Implications of Generative Artificial Intelligence for Freedom of Expression

The public written consultation on the draft text of the Guidance Note on the Implications of Generative Artificial Intelligence for Freedom of Expression Committee of Ministers is open from 1 July to 12 August 2025

This Guidance Note will explore how the rapidly evolving Generative AI technology is impacting the various dimensions of the right to freedom of expression. While recognising its potential benefits, the document will also address the significant challenges Generative AI poses to maintaining a healthy informational ecosystem, protecting human rights, and upholding democracy and the rule of law. It will provide non-binding guidance for member States aimed at mitigating risks and foster an enabling online environment that promotes freedom of expression.

The purpose of this consultation is to ensure that the text benefits from the views of the broadest possible range of stakeholders, prior to its finalisation and submission for adoption to the Steering Committee on Media and Information Society (CDMSI).

The text was prepared by the Committee of Experts on the Implications of Generative Artificial Intelligence for Freedom of Expression (MSI-AI) established by the Committee of Ministers to assist the CDMSI in the task of producing a draft Guidance Note by the end of 2025.
