On Monday 5 October 2026, in the premises of the Council of Europe in Paris, the Freedom of Expression and CDMSI Secretariat organised an Experts Consultation Workshop on defamation and SLAPPs.
Participants discussed two documents under preparation for the Council of Europe Steering Committee on Media and Information Society (CDMSI):
- a Review report on the implementation of Council of Europe standards on defamation and
- a Compilation of promising national practices related to the implementation of Recommendation CM/Rec(2024)2 on countering the use of strategic lawsuits against public participation (SLAPPs).
While the two documents are independent from each other, both are intended to support member States in aligning national practices with Council of Europe standards on defamation and SLAPPs. Their objective is to promote the exchange of information on promising practices and to constructively approach existing challenges. Both documents are expected to be submitted for consideration and possible adoption by the CDMSI at its 31st meeting in spring 2027.
