The Freedom of Expression and CDMSI Division of the Council of Europe hosted an Expert Workshop on 4 July 2025 at the Council’s Office in Paris, France, to consult on the development of the strategic policy document on Ten Steps to Counter Disinformation and Promote Information Integrity.
As part of its current mandate, the Steering Committee on Media and Information Society (CDMSI) is preparing this document to be delivered by the end of 2025. It aims to support Council of Europe member states in translating international standards into practical national measures to counter disinformation and promote information integrity.
The workshop brought together a group of recognised international experts, CDMSI members, and Council of Europe Secretariat representatives for a full-day exchange on how the forthcoming document can best address national challenges and implementation realities.
Participants reflected on the overall structure and core recommendations of the document and reviewed each of the proposed ten steps in detail. Discussions also focused on how to refine the guidance to ensure its relevance, feasibility, and alignment with Council of Europe legal standards as well as with good practices at both national and international levels.
The insights gathered during this expert consultation will inform the finalisation of the deliverable and contribute to the Council of Europe’s ongoing efforts to strengthen information integrity and promote trustworthy information ecosystems across member states.
