Zpět Council of Europe anti-torture Committee (CPT) carries out a visit to Albania

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to Albania from 26 January to 2 February 2026 to examine the treatment and conditions of detention of forensic psychiatric patients. To this end, the delegation visited the Lezha Temporary Facility and Tirana Prison Hospital.

In the course of the visit, the delegation met with Elona Hoxha, Deputy Minister of Justice, and Eugena Tomini,  Deputy Minister for Health, as well as senior staff from both ministries.

Consultations were also held with Endrit Shabani, People’s Advocate, as well as with Silvio Gonzato, European Union Ambassador to Albania.

At the end of the visit, the delegation provided the Albanian authorities with its preliminary observations.

The visit was carried out by the following members of the CPT: Karin Rowhani-Wimmer (Head of delegation) and Lise-Lotte Carlsson. They were supported by Marco Leidekker (Head of division) of the CPT Secretariat, and assisted by an expert, Vytautas Raskauskas, forensic psychiatrist.
