Strengthening  Elections: Moldova reviews progress in implementing International Elections Observation Missions’ recommendations

The follow up and implementation of recommendations issued by international election observation missions, the Venice Commission and the Constitutional Court of the Republic of Moldova were at the centre of a discussion organised by the Council of Europe and the Central Electoral Commission of the Republic of Moldova.

The discussion presented the key findings and strategic recommendations of a comprehensive assessment carried out by Council of Europe’s local consultants from the ADEPT Association. The assessment covered three electoral cycles – 2023 general local elections, 2024 presidential election and constitutional referendum, and 2025 parliamentary elections - and examined around 155 elections-related recommendations issued by OSCE/ODIHR, the Parliamentary Assembly of the Council of Europe, the Venice Commission and the Constitutional Court of the Republic of Moldova.

The assessment shows that around one third of the recommendations have been fully or substantially implemented, while another part is partially implemented, and approximately one third are still under review, reflecting a continuous process of modernisation and adjustment of the electoral framework and practices.

The assessment identified several key areas requiring further attention including electoral rights, electoral dispute resolution, accessibility, secrecy of the vote and online campaign monitoring. It provides also a practical basis for further improvement of the electoral legislation, implementation of electoral reform in the Republic of Moldova, as well as thriving on European integration Agenda of the country.

The activity was organised within the Council of Europe project “Improving Electoral Practice in the Republic of Moldova (IEPRM) 2025–2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025–2028, in cooperation with the Central Electoral Commission of the Republic of Moldova.
