In an addendum to the Second Compliance Report of the Fifth Evaluation Round concerning preventing corruption and promoting integrity in central governments (top executive functions) and law enforcement agencies, the Council of Europe’s Group of states against corruption (GRECO) concludes that Malta has implemented satisfactorily or dealt with in a satisfactory manner eight of the twenty-three recommendations contained in the Fifth Round Evaluation Report. Seven recommendations have been partly implemented and eight have not been implemented.
GRECO acknowledges some advances in the criminal-justice system and within the Police Force, but important shortcomings persist and progress remains limited in the vast majority of areas fundamental to promoting integrity and preventing corruption in the executive.
Appeals for action on corruption
In light of these findings, GRECO concludes that Malta is not yet in sufficient compliance with the recommendations of the Fifth Evaluation Round and requests the authorities to submit a report on progress in implementing the outstanding recommendations by 30 June 2026. GRECO also calls on Malta to take determined steps to advance reforms in the areas identified.
In addition, GRECO invites the Secretary General of the Council of Europe to send a letter to the Minister for Foreign Affairs of Malta, drawing attention to the current non-compliance and the need for renewed efforts to achieve tangible progress as soon as possible.
