The Council of Europe’s Group of states against corruption (GRECO) has published the summaries of four reports assessing the progress that Denmark, Hungary, Türkiye and Ukraine have made in implementing outstanding recommendations to prevent corruption among parliamentarians, judges and prosecutors.

It has also published a summary of a report on Türkiye evaluating compliance with anti-corruption measures in respect of high officials in the central government.

GRECO has published these summaries following its March 2026 plenary decision that a summary of an evaluation or compliance report shall be published within six months of the report’s adoption, unless the member state concerned authorises publication of the full report before that date.

In its decision, GRECO highlighted that enhanced transparency contributes to public trust, accountability and the effectiveness of its monitoring process. It also reaffirmed that publishing a summary does not replace publication of the full report.

Corruption reduction recommendations for the European countries concerned

In its follow-up report on Denmark, GRECO concludes that out of the six recommendations issued to the country, two have been fully implemented and three partially. One recommendation remains unimplemented.

GRECO finds that, out of 18 recommendations, Hungary has fully implemented ten recommendations and partially implemented four. Four recommendations remain unimplemented.

In its follow-up report on Türkiye concerning parliamentarians, judges and prosecutors, GRECO concludes that, out of 22 recommendations, the country has fully implemented six recommendations, partially implemented nine and not implemented seven. Regarding 32 recommendations concerning the central government and law enforcement, four recommendations have been fully implemented, seven partially and 21 remain unimplemented.

In its follow-up report on Ukraine, GRECO concludes that, out of 31 recommendations, 19 have been fully implemented and 12 only partially.

GRECO has also concluded the Fourth-Round compliance procedures for Denmark and Ukraine. Hungary and Türkiye remain subject to GRECO compliance procedures and have been invited to report on progress in 2027.
