Publication of the latest European data on prison populations

The Council of Europe will publish its annual penal statistics for 2023, which include country-by-country data on prison populations in Europe (SPACE I). Conducted for the Council of Europe by the University of Lausanne, the report contains information from 48 prison administrations on the number of inmates, incarceration rates, prison density, age, gender, foreign inmates, length of imprisonment, offences for which prisoners were convicted, prison staff and budget, among other indicators.

The European Court of Human Rights will hold a Chamber hearing in the cases of G.R.J. v. Greece and A.E. v. Greece (9.15 am).

The cases concern the alleged “pushback” of two applicants from Greece to Türkiye without prior proceedings.

5 June, London (Diplomatic representation of Flanders to the United Kingdom and Ireland)

Representatives of the youth sector will meet to discuss how the Council of Europe has worked with younger generations in support of human rights, democracy and the rule of law over the last 75 years. Participants will include the Belgian Ambassador to the UK Bruno van der Puijm, Maurizio Cuttin, member of the Bureau of the Advisory on Youth of the Council of Europe nominated by the British Youth Council, and the President of the European Youth Forum Maria Rodriguez.

5-6 June, Luxembourg

Parliamentary Assembly President (PACE) President Theodoros Rousopoulos will make a working visit to Luxembourg, during which he will meet the Speaker of the Chamber of Deputies, the Foreign Affairs Minister, as well as the members of the Committee on Foreign and European Affairs, Foreign Aid, Foreign Trade and the Greater Region. He will be given an audience by His Royal Highness the Grand Duke of Luxembourg. Mr Rousopoulos will also make an opening address at a conference entitled “The Luxembourg solutions”, organised by the PACE Committee on Migration, and the Luxembourg Parliament, which will focus on the role of national parliaments in addressing the challenges faced by the Belarusians in exile.

One Award winner and two runners-up will receive Council of Europe Development Bank (CEB) Award for Social Cohesion 2024, which showcases projects with a strong social impact. Nine projects from France, Poland, Slovak Republic, Spain, Türkiye and Ukraine - selected among more than 100 nominations from 27 countries - will compete for €55,000 in prizes. The Award will be delivered at the special ceremony (livestreamed) by the President of the Jury of experts Christos Giakoumopoulos.

The Group of Experts on Trafficking of Human Beings (GRETA) will publish its third monitoring report on Germany focusing on justice and effective remedies for victims of trafficking in human beings.

Iceland will host annual Joint Meeting of the Council of Europe Development Bank (CEB) to discuss the role of the Bank in supporting its member states in disaster risk management as well as Climate Change and a Just Transition. Chairperson of the Governing Board Ambassador Harry Alex Rusz, Chairperson of the Administrative Council Wioletta Barwicka Lofthouse, Icelandic Minister of Finance and Economic Affairs Sigurður Ingi Jóhannesson, Deputy Secretary General Bjørn Berge and Governor of the CEB Carlo Monticelli will open this event which will be livestreamed with interpretation in English and French and open to media from 9.30 am to 12 pm (local time).

7-10 June, Bulgaria

A 9-member PACE delegation, led by Oleksii Goncharenko, will observe the conduct of the early parliamentary elections on 9 June. The delegation will meet the team of election experts from the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), leaders or representatives of political parties and coalitions, the Chairperson and members of the Central Election Commission, as well as representatives of NGOs and the media, before observing the ballot.

The delegation will issue a statement the day after the elections, Monday 10 June.
