International Conference on Patients’ Rights

The Council of Europe Convention on Human Rights and Biomedicine (Oviedo Convention) remains the only legally binding international instrument on human rights in biomedicine and healthcare. As Armenia proceeds toward the full implementation of the principles of the Oviedo Convention within its domestic framework, it becomes critical to build a national and regional platform for dialogue, experience-sharing, and capacity-building.

The Council of Europe is putting the protection of human rights in the field of healthcare at the core of its mandate. The protection of patients’ rights has emerged as a central pillar of modern health systems and democratic governance. This international conference on the Patients’ Rights will reaffirm the commitment of both the Council of Europe and Armenia to ensuring that no one is left behind, emphasizing solidarity, equality, and dignity.

This conference will serve as the international gathering in Armenia dedicated exclusively to patients’ rights, bringing together policymakers, legal experts, experts of the biomedical field, patient organisations, healthcare professionals, and international organisations. It will also support the Reform Agenda of the Government of Armenia by raising awareness on and strengthening public understanding of patients’ rights thus promoting these rights for the benefit of Armenian population.

Session 1: Role of the Council of Europe and international cooperation in protecting patients’ rights and Armenia’s legal framework

Senior Lawyer at the Registry of European Court of Human Rights
Boglarka BENKO

Boglárka Benkó holds a master’s degree in law from Eötvös Loránd University, a Master’s in human Rights from the University of Strasbourg and a Master of European Law from the College of Europe (Bruges). Since 2012 she is working at the Registry of the European Court of Human Rights as a senior case-processing lawyer and as a case-law coordinator on the rights of persons with disabilities for the Office of the Jurisconsult.

She previously worked at the Ministry of Foreign Affairs of Hungary as Desk Officer for International Organisations and at the OSCE Mission to Bosnia and Herzegovina as Human Rights Officer. Her previous work experience also includes working as a lawyer at a nongovernmental organisation advancing the rights of persons with psycho-social disabilities. She was election observer for number of EU/OSCE election observation missions.
