On 14–15 October 2025, the Council of Europe’s Committee of Experts on Intercultural Inclusion (ADI-INT) held its 8th meeting in Strasbourg to continue advancing its work on developing practical tools, guidance, and policy measures to strengthen intercultural inclusion and multilevel governance across member states.
During the meeting, the Committee approved the revised “Self-assessment tool on multilevel governance for intercultural integration”, which will now be submitted to the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI) for adoption at its 12th meeting (Strasbourg, 18–20 November 2025). This tool will support national, regional, and local authorities in assessing and improving their multilevel governance of inclusions policies and strategies.
Members also held an in-depth discussion on the concept and methodology for a new peer-learning and benchmarking tool on strategies for inclusion. Presentations were made by representatives of the Committee of Experts on Roma and Traveller Issues (ADI-ROM), the Congress of Local and Regional Authorities’ Centre of Expertise for Good Governance, and Eurocities’ CONSOLIDATE project, who shared complementary peer-review and transnational learning practices.
The Committee further exchanged views on the implementation of Committee of Ministers Recommendation CM/Rec(2022)10 on multilevel policies and governance for intercultural integration, identifying key challenges and priority areas as well as initiatives for its dissemination and practical application at national and local levels.
A significant part of the meeting focused on inclusion policies and practices to address spatial segregation of migrants, one of the Committee’s future thematic works. Members exchanged national, regional and local experiences and agreed to proceed with the preparation of an outline for an analytical study on this topic to guide future ADI-INT work.
The Committee also heard a presentation from the Council of Europe Development Bank (CEB) on the Partnerships and Financing for Migrant Inclusion project, exploring innovative approaches to inclusive investment and cooperation.
In addition, an exchange with the Committee on Migration, Refugees and Displaced Persons of the Parliamentary Assembly of the Council Europe (PACE) highlighted potential synergies between the work of the PACE and the ADI-INT in promoting migrant inclusion.
The meeting concluded with presentations of good practices from Luxembourg and Spain. The Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees of Luxembourg presented the Municipal Pact for Intercultural Living Together and the Citizens Pact, while the City of Fuenlabrada, Spain, showcased the city’s Citizen Audit Network, which fosters citizen participation and accountability in local inclusion policies.
