These fully online co-managed youth statutory meetings (CDEJ, CCJ and CMJ) were very well attended (more than 130 registered participants all in all) and successful.
Despite the constraints related to the use of an online platform, they fulfilled their main objectives:
Main outcomes of the CDEJ: exchange of views on the latest youth policy developments in Europe, including the youth public authorities' response to the Covid-19 pandemic (and related challenges); any foreseen post-Covid recovery plans in favour of young people at national level; further dissemination of the CoE standards on youth policy, notably the Council of Europe youth sector strategy 2030; oversight of the programme of assistance measures to member States for 2021.
Main outcomes of the CCJ: state of play of the Advisory Council on Youth's Work Plan 2021 thus far; further co-ordination; outreach, communications and visibility.
Main outcomes of the CMJ: official opening by the Director of Democratic Participation, followed by an exchange of views on the situation of the youth sector in the current context; discussion on a possible future youth campaign or (in the absence of sufficient resources) on alternatives to a fully-fledged campaign that would allow to promote the revitalisation of democracy through existing structures and programmes at both national and European levels; further examination of a draft CM recommendation on protecting youth civil society (no final agreement yet); stock-taking of the implementation of the 2020-2021 programme thus far (including the impact of the Covid-19 pandemic); youth dimension of the current and upcoming CM presidencies; follow-up to the 3rd European Youth Work Convention and implementation of a European Youth Work Agenda; Artificial Intelligence and its impact on young people; future draft CM recommendation on Roma Youth Participation (and complementarity with a future draft CM Recommendation on national minority youth, to be prepared by the CDADI); rural youth.
Communication and transversality: the CDEJ, CCJ and/or CMJ exchanged views the Director of Democratic Participation, the Head of the Youth Department, the ADI-ROM's youth rapporteur and a representative of the CDADI (GT-ADI-MIN). The CMJ Roma rapporteur, the CMJ Gender Equality Rapporteur, the CMJ Rapporteur on mainstreaming disability issues, the CMJ Co-ordinator on communications and the CMJ Co-ordinator on anti-racism all provided detailed updates. The cooperation with the team of the SRSG on Migration and Refugees, with the Council of Europe Ad-Hoc Committee on Artificial Intelligence (CAHAI) and with the Congress on Local and Regional Authorities received special focus. The Conference of INGOs, EYCA (European Youth Card Association) and the North South Centre also provided updates on their own priorities/activities to the committees”.
