CPT report on migrants’ detention in Hungary

On 3 November 2016 the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) published its report on its visit to Hungary from 21 to 27 October 2015, together with the response of the Hungarian authorities.

The CPT’s visit took place in the context of the arrival of an unprecedented number of foreign nationals to Hungary. The purpose of the visit was to examine the treatment and conditions of detention of foreign nationals deprived of their liberty under aliens legislation or the amended criminal legislation according to which, inter alia, crossing the border fence or damaging it constitute a criminal offence. Attention was also paid to the legal safeguards offered to the detainees concerned. To this end, the delegation visited several detention centres for foreigners, police detention facilities and a prison. In addition, the delegation visited two so-called “transit zones” located at the border with Serbia.
