Module II Seminar of the 2018 Pompidou Group Executive Training on “Evaluating the development, implementation and impact of drug policy” organised in Lisbon on 18-21 September 2018 brought together 22 participants from 14 countries from different continents.
Under an intensive and ambitious programme, participants were acquainted with the concept of evaluation and informed on different evaluation methodologies. They trained on how to prepare draft terms of reference for an evaluation and an evaluation plan. Specific issues to be taken into account when doing evaluation like financial costs, unintended consequences, human rights were introduced in theoretical and practical terms, including the concepts developed and introduced by the Pompidou Group: policy coherence markers and human rights indicators. Participants saw how evaluation works in practice through study visits organised in Lisbon. National experiences from different perspectives were examined. Based on their experience and knowledge obtained throughout the training course, participants developed a series of key messages to the attention of the Permanent Correspondents of the Pompidou Group.
This session was the closing seminar of the 2018 Pompidou Group’s Executive Training. 2019 Executive Training is now under preparation. The call for nomination to participate in will be sent at the beginning of December.
