The highlight of the 81st meeting of Permanent Correspondents (Strasbourg, 21-22 November 2017) was the adoption of a statement on ‘bringing human rights into drug policy development, implementation, monitoring and evaluation’. The Pompidou Group’s new publication on ‘Effects and associated costs of drug control policies’ was also presented by the Presidency. These two documents will be soon available for download on the Pompidou Group’s website, alongside a background paper ‘Drug Policy and Human Rights in Europe: Managing Tensions, Maximising Complementarities’ prepared by Damon Barrett, Director, International Centre on Human Rights and Drug Policy, Human Rights Centre, University of Essex. A further landmark among the result emerging form Pompidou Group activities is Consensus Statement that was adopted by countries participating in MedNET which sets out the basis for the next years’ work. The Permanent Correspondents started planning the next Ministerial Conference of the Pompidou Group, to be held in Norway in November 2018, and discussed possible elements for the next 4 year work cycle of Group, including the pursuit of work on the human rights dimension of drug policy, the specific issues that arise from migration and refugees, and the question of neutral and non-stigmatising language in drug policy. Permanent Correspondents also support the pursuit of other areas of successful Pompidou Group work, such as regional cooperation (in particular MedNET), substance use and the criminal justice system, law enforcement networks (airports, precursors), as well as the challenges and opportunities resulting from information and communication technology.
