Towards improved system of professional evaluation of state prosecutors in Montenegro

In the last two weeks, meetings were held with representatives of state prosecution service, to discuss experiences and opinions related to the professional assessment of prosecutors' work in Montenegro.

Prosecutors from basic and high prosecution offices and the Special Prosecution Office, as well as representatives of the Evaluation Commission and Council provided their valuable feedback to the evaluation practice from a normative and institutional point of view, outlining recommendations on how to improve the practical implementation of evaluation criteria and procedures.

With the support of international and local Council of Europe consultants, an expert review of the system will be conducted, resulting in measures for making the evaluation system more objective and transparent so as to address concerns of the European Commission stated in country reports and non-papers for Chapters 23 and 24.

The support is being provided under the action "Accountability and professionalism in the judicial system of Montenegro" which is part of the joint programme of the European Union and the Council of Europe "Horizontal Facility for the Western Balkans and Turkey 2019-2022.
