Draft law on legality supervision in Ukraine presented and discussed

Consultations on legality supervision of local authorities’ acts in Ukraine continue. A meeting for senior officials and experts took place on 21 August 2018 in Kyiv to consider and discuss a draft new law.

Mr Hennadiy ZUBKO Deputy Prime Minister for Regional Development, Construction and Housing, Mr Viacheslav NEHODA First Deputy Minister of Regional Development, Mr Oleksandr DEKHTIARCHUK Chair of the Sub-Committee of the Parliamentary Committee on State Building, Regional Policy and Local Self-Government, the leaders of local self-government associations, and other national officials and experts participated in the meeting.

Mr Georg MILBRADT Special Envoy of the Government of Germany for the Ukrainian reform agenda, Mr Daniel POPESCU Head of Democratic Governance Department, Directorate General of Democracy, Council of Europe and Mr Robert HERTZOG Professor of Strasbourg University and Council of Europe’s expert took active part in the event, providing comments and suggestions in line with relevant European standards, legal framework and practice.

The participants considered an analysis on the current control exercised by State authorities and a draft law on legal supervision, presented by the central reform office under the Ministry of Regional Development. The discussions focused on the principles of legal supervision, its scope, the process, the proposed supervisory authority and advisory institution. The conclusions of the “moderated negotiation meeting” held on 26 April in Strasbourg will continue to serve as a background for developing the draft law. The draft law is expected to be completed in September.

The meeting was organised in the framework of the Council of Europe Programme “Decentralisation and Local Government Reform in Ukraine”, in co-operation with the Ministry of Regional Development.
