Back Council of Europe HELP online course on asylum and human rights

The right to asylum may not be enshrined in the European Convention on Human Rights (ECHR). However, the ECHR applies to any asylum seeker and refugee under the jurisdiction of a High Contracting State to the Convention.

States have a shared responsibility to welcome asylum seekers in a dignified manner, ensuring that their case is examined and determined fairly and efficiently. Asylum seekers waiting for a decision on their application must be provided with proper reception conditions.

The HELP (Human Rights Education for Legal Professionals) online course “Asylum and Human Rights” covers the key concepts, the international and European framework (Council of Europe, European Union, United Nations), and the case law of the European Court of Human Rights (ECtHR) and of the Court of Justice of the European Union. It is addressed to legal professionals, law enforcement, and national authorities.

This free online course consist of 5 modules:

  • Introduction
  • Non-refoulement, the right to life and prohibition of ill-treatment
  • Detention and reception
  • The right to family life and asylum
  • Effective remedy

and is available in 11 languages: Bulgarian, English, French, Greek, Hungarian, Italian, Lithuanian, Polish, Romanian, Spanish, Slovakian, on the COEHELP e-learning platform.

The course has been prepared by the Council of Europe Human Rights Education Programme for Legal Professionals (HELP), in co-operation with the United Nations High Commissioner for Refugees (UNHCR), within the joint project EU/Council of Europe HELP in the EU II.
