Main activities:

  • Best Practice Programme (BPP)
  • Capacity building to authorities of the Autonomous Territorial Unit Gagauzia (under PCF)

The Centre continued providing support to the implementation of the BPP and to the decentralisation reform in 2015.

The Republic of Moldova is also a part of the Programatic Cooperation Framework project for Eastern Partnership Countries (PCF) which is managed by the Centre’s team in the Council of Europe’s Chisinau office.

Capacity-building training for staff of the People’s Assembly and the Executive Committee of Gagauzia

The Centre of Expertise for Local Government Reform via the Council of Europe office in Chisinau organised two capacity-building trainings on 21-22 and 22-23 July for the staff of the People’s Assembly and Executive Committee of ATU Gagauzia in vil.Vadul lui Voda, mun.Chisinau. Main goal of the Trainings was to strengthen theoretical and practical skills of the staffs involved in the process of development and adoption of the local normative acts, as well as fostering the dialog between Chisinau and Comrat.

The Council of Europe’s experts and practitioners from the Parliament of Moldova, the Office of the President of the Republic of Moldova, Academy of Public Administration provided two modules: one was concerning how to initiate, develop, expertise and coordinate drafts and the second one concerning interpersonal skills: ethical behaviour of public servants, strong and weak points of the manager arts of rhetoric etc.

Trainings were organised as a part of the "Strengthening Democracy and Local Governance in the Eastern Partnership countries 2015-2017" under the Programmatic Cooperation Framework (PCF) funded by the European Union and cofunded by the Council of Europe.
