The Conference closing the Project “Human Resource Management in Local Self Government the Final” took place in Belgrade, Serbia on December 5, 2017.

Mr Zoran Kasalović , State Secretary  in the Ministry of Public Administration and Local Self Government opened the conference.  Mr Tim Cartwright , Head of the Mission of the Council of Europe Office in Belgrade, Mr - Steffen Hudolin, Head of Operations, 2 Section in the EU Delegation to Serbia and Mr Đorđe Staničić, Secretary General of the Standing Conference of Towns and Municipalities also gave opening speeches.

Twenty pilot municipalities who successfully implemented Municipal Support Packages and contributed to the improvement of their human resource management and professional development system were awarded certificates.

Later, Mr Aleksandar Jovanović, Project Manager and Mirjana Stanković, its leading expert presented the Project results. Mr Gennadiy Kosyak, Deputy Head of Good Governance Division, Directorate General of Democracy, Council of Europe provided the participants and guests with the overview of the Council of Europe commitments to good governance and of the reforms carried out in this field by the Member States. The results of the Project were prised as a good practice example that would be shared with other countries going through the same reform process.

Over 170 participants from Serbian local governance units, partner organisations as well as other stakeholders took part in the conference. They concluded that the project established the basis for the professional development system at the central government level and significantly contributed to the establishment of efficient human rights management system at the local level.

The Project was funded by the European Union and the Council of Europe and implemented by the Council of Europe.
