Council of Europe supports the elaboration of the development strategy for the Lviv Agglomeration in Ukraine

Should metropolitan governance be one of the priorities for Ukraine’s recovery and a part of the modernisation efforts during the wartime and post war period?

On 18 November 2022, at the Launch meeting of the Steering Committee in Lviv Agglomeration (Western Ukraine), high level participants gave a firm positive response to this question.

Mr Viacheslav NEHODA, Deputy Minister in charge of local and regional democracy pointed out that many good inter-municipal co-operation practices already exist in Ukraine and have proven their value in addressing war challenges. Now, Lviv regional and local authorities have started to work on the elaboration of the Lviv Agglomeration development strategy until 2027.

The Centre of Expertise for Good Governance was invited and entrusted to facilitate this process with the Jerzy Regulski Foundation in Support of Local Democracy and other experts. The work will be based on the updated Council of Europe toolkit on Strategic Municipal Planning and will be implemented with the active participation of 17 local communities, including Lviv City, as well as with academia, civil society, business and other local and regional stakeholders.

Mr Daniel POPESCU, Head of Department of Democracy and Governance of the Council of Europe, praised the resilience and key role of local leaders and their authorities in Ukraine in addressing daily challenges caused by the Russian military invasion. He underlined the importance of drafting the Lviv Agglomeration development strategy in a participatory manner and of pursuing win-win solutions as much as possible.

The Council of Europe will support this project through its Programme “Enhancing decentralisation and public administration reform in Ukraine” implemented by the Centre of Expertise for Good Governance.
