Internet governance strategy 2016-2019

The overall aim of the IG strategy 2016-2019 is to ensure that public policy for the Internet is people-centred in order to build democracy online, to protect Internet users, and to ensure respect and protection for human rights online. In particular, the strategy is defined by a series of key actions and activities which seek to protect the freedom, privacy and security of Internet users and to empower and engage them as stakeholders in Internet governance dialogue.

A Council of Europe delegation will contribute to the discussions of the European Dialogue on Internet Governance (EuroDIG) to be held on 5 and 6 June in Tbilisi (Georgia).

Under the theme “Innovative strategies for our digital future”, the EuroDIG 2018 will bring together representatives of governments, international organisations, business, civil society, academia and the technical community to discuss public policy issues related to Internet Governance.

Topics on the agenda include the challenges posed by artificial intelligence, cybercrime, online hate speech and disinformation campaigns, as well new data protection rules in Europe, including the recently adopted modernisation of the Council of Europe’s Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (Convention No. 108).

Claudia Luciani, Director of Democratic Governance and Anti-Discrimination, will lead the Council of Europe delegation and deliver a keynote speech on 5 June at 4.30 p.m. A 90 minute panel discussion will follow to explore the causes of online disinformation campaigns, consider the various risks, and share best practices in terms of most effective remedies.

On 6 June the Council of Europe delegation will also contribute to the workshops Artificial intelligence, ethics and the future of work, which will analyse the transformations artificial intelligence may bring to work in particular; and Your freedom of expression vs mine? Who is in control?, which will look into issues such as the role of internet intermediaries in tackling fake news and hate speech, and to what extent governments are trying to curtail freedom of expression.

The Council of Europe is also organising discussions on Algorithmic Transparency, Combatting hate speech at national level, example of Georgia, and Challenges of cybercrime and transborder investigations.

On the margins of the EuroDIG, on 4 June, the Council of Europe and the Georgian authorities will launch a new project on fighting discrimination, hate crime and hate speech in Georgia. In addition, the Steering Committee of Cybercrime at Eastern Partnership Project will hold a meeting on Capacity building on cybercrime and electronic evidence to assess progress achieved in improving international in this field and to plan future activities. From 2 to 4 June, the Council of Europe is also co-organising an event to discuss youth participation in Internet Governance.

The EuroDIG is hosted by the Georgian Ministry of Economy and Sustainable Development in co-operation with the Telecom Operators Association and the Georgian National Communications Commission. The event is supported by a group of institutional partners including the Council of Europe, the European Commission, European Regional At-Large Organization, the European Broadcasting Union, the European Telecommunications Network Operators' Association, ICANN, the Internet Society, the Federal Office of Communications of Switzerland and Réseaux IP Européens Network Coordination Centre.
