On 15-16 December 2020 the Committee of Experts on Combating Hate Speech (ADI/MSI-DIS) exchanged views on the discussion paper prepared by Rapporteurs presenting elements for the drafting of a Recommendation on a comprehensive approach to combating hate speech within a human rights framework, including in the online environment. During this second two-days meeting the Committee also elected its new Chair, María Rún BJARNADÓTTIR (Iceland), who will continue her work in co-operation with the appointed Vice-Chair, Bastiaan WINKEL (the Netherlands). Members and participants reviewed the structure of the future Recommendation and agreed on the key principles and guidelines to be addressed to the Council of Europe’s member States.
